The task of universities and university colleges, according to the Higher Education Act, is to ”collaborate with and inform society of its activities, as well as ensure that research results produced at the universities are of use to society at large."
The discussions on open access to scholarly publications started more than 20 years ago. Shortly after the turn of the millennium, a public statement called Budapest Open Access Initiative was launched and soon after that came the Berlin Declaration.
In the latest research policy bill Knowledge in partnership – for society’s challenges and stronger competitiveness the opinion is that open access to research results is a way of “maintaining and promoting high-quality research”
